Bio CHESTER A. ARTHUR, twenty-first President of the United States, was born in Franklin County, Vt., on the 5th day of October, 1830, and was the eldest of a family of two sons and five daughters. His father was the Rev. Dr. William Arthur, a Baptist clergyman, who emigrated to this country from County Antrim, Ireland, in his eighteenth year, and died in 1875, in Newtonville, near Albany, after a long and successful ministry.

As president upon Garfield's death, Arthur, stepping out of his familiar role as spoilsman, backed civil service reform, reorganized the cabinet, and prosecuted political associates accused of post office graft.
