Biography

'US Congressman. Graduated from Brown University in 1838. Was admitted to the Rhode Island Bar in 1840. From 1840 to 1844 served as clerk for the Rhode Island State Legislature. Was Secretary to the 1842 State Constitutional Convention. Elected to the Rhode Island State Legislature and served from 1854 to 1857. Was also elected to US Congress, as a Republican, from the state of Rhode Island. Serving in the 38th thru the 41st Congresses. During his terms in Congress he served as the Chairman of the Judiciary and Patents Committees and helped draft and pass many laws making the patent process easier and cheaper. After failing to gain election to the 42nd Congress he returned to his law practice, concentrating on Patent Law. Served as a US government lawyer during the 1872-3 Credit Mobilier railroad scandal.'
