Né à Saint-Jean (île d'Orléans), et baptisé le 3 novembre 1753, dans l'église paroissiale, fils de Joseph Blouin, capitaine dans la milice, et de Marie-Joseph Blais.
Agriculteur dans la paroisse Saint-Jean. Nommé capitaine dans la milice le 3 avril 1809.
Élu député d'Orléans en 1810. Réélu en 1814 et en 1816. Appuya le Parti canadien. Ne se serait pas représenté en avril 1820.
Décédé à Saint-Jean (île d'Orléans), le 21 août 1844, à l'âge de 90 ans et 9 mois. Inhumé dans le cimetière paroissial, le 22 août 1844.
Avait épousé dans sa paroisse natale, le 19 octobre 1778, sa parente Marie-Joseph Tremblay, fille de Jacques Tremblay et de Marie-Joseph Blouin; puis, au même endroit, le 9 septembre 1816, sa parente Marie-Ursule Blouin, fille de l'agriculteur Émery Blouin et d'une prénommée Marie-Joseph.

1763 - France cedes its North American posessions to Britain by the Treaty of Paris, ending the Seven Years War (French and Indian War). Quebec City French-speaking Catholics were now under the rule of Protestant Britain under King George III.
1775 - The Battle of Québec was fought on December 31 between the American Continental Army and British defenders of Québec City. It was the first major defeat for the Americans in the Revolutionary War.
