This is a sheriff's sale notice (also called a "sheriff's execution sale") from 1821 — a great genealogical find if you're tracing the Salisbury or Stafford/ Avery families.
Full transcription:
By virtue of an execution, to me directed and delivered against William Salisbury, Cummins Salisbury, and Silas Salisbury, I shall sell at publick vendue, at Nehemiah Wing's inn, in Greenfield, on the 31st day of October next, at one o'clock P.M. all the right and title of Cummins Salisbury to a lot of land, situate in the town of Saratoga Springs, and bounded as follows, viz. on the north and east by the lands of the widow Stafford and Amos Stafford; on the south by the lands of Benjamin Avery; and on the west by the lands of Samuel Stafford — containing 130 acres, more or less. — Dated Sept. 17, 1821.

What it means, genealogically:
"Execution" here is a legal term — a court order to seize and sell a debtor's property to satisfy a judgment (i.e., someone won a lawsuit against these three men and the court authorized the sheriff to sell their assets to pay the debt). This is not a criminal execution.
William, Cummins, and Silas Salisbury were jointly named in a debt judgment. Only Cummins Salisbury's interest in this particular parcel is being sold — suggesting the three may have held property jointly or been co-signers/ co-defendants on a bond or note.
"Publick vendue" = a public auction.
Nehemiah Wing's inn, in Greenfield — taverns and inns were the standard venue for these sales; this tells you Greenfield (likely Greenfield, Saratoga County, NY, given the Saratoga Springs land) is where the auction physically took place, even though the land itself was in Saratoga Springs.
The land: 130 acres in Saratoga Springs, bounded by lands of the widow Stafford, Amos Stafford, Benjamin Avery, and Samuel Stafford — these four neighboring names are gold for cluster/ FAN research (Friends, Associates, Neighbors), since they were likely relatives, in-laws, or long-term associates of the Salisburys.
John Dunning, "late Sheriff" and Potter Johnson, Deputy — Dunning had apparently just left or was leaving office (hence "late"), with Johnson carrying out the sale as deputy.
"18 6w" at the end is a typesetting notation — it ran for 6 weeks starting around the 18th (of some month), standard for legal notices requiring public posting over time.
