It is believed that the first inhabitant of Mont-Carmel was François Lebel, who died in 1853, who, on March 26, 1814, was granted land at the bottom of the hillside of the village.

The settlement of the territory, which began before 1840, was very intensive around 1850. A first wooden chapel was erected on the site in 1849.

The municipality of Mont-Carmel was established in 1855 by detachment of part of the seigneuries of Saint-Denis, Rivière-Ouelle, Kamouraska and the township of Woodbridge.

The canonical erection will take place in 1867 under the name of Notre-Dame-du-Mont-Carmel.
