The City of Saint-Pascal is approximately 58 square kilometers and it is located in the administrative region of Bas-Saint-Laurent, an hour and a half from Quebec City. It is part of the regional county municipality of Kamouraska.

The main local industries, located within an agricultural region, are in the textile, food, tire manufacturing, leather and metallurgy sectors.

In 1674 a seigneury was granted to Olivier Morel de la Durantaye. In 1714 the parish of Saint-Louis was founded. In the 18th century, Kamouraska was one of the largest settlements on the South Shore. At the start of the 19th century, the seigneury belonged to the Taché family, one of whose members, Sir Étienne-Paschal TACHÉ, served as prime minister of the Province of Canada (1855-57). Agriculture prospered in the area and the region was called "the granary of Lower Canada."

1827 - Saint-Paschal incorporated
It was incorporated as a municipality in 1827 under the name of Saint-Paschal (as it was written at the time), in honor of the lord of Kamouraska, Mr. Pascal Taché. About 2000 settlers resided there then, and most of them were engaged in agriculture, fishing and hunting.

In 1857, the arrival of the Grand Trunk Railway fostered the development of the locality.
Indeed, a large number of businesses and industries settled there, and the city became the economic flagship of the Kamouraska region. The municipality was then known for its leather industry.

In 1905, Saint-Pascal was chosen as the site of an experimental educational institution.
The first housekeeping school was opened there. A few years later, in 1913, this school was affiliated with Laval University and took the name of École Normale Classico-ménagère.
