Settlement of the town began around 1805. The region was known as Macomb's Purchase, related to a massive purchase by a land speculator when New York first put up former Iroquois lands for sale. The town of Bombay was organized from part of the town of Fort Covington in 1833.

1807 - The first of two parcels of land which would later become part of the town of Bombay was originally purchased from Alexander Macomb by Michael Hogan in 1807 and consisted of 10,168 acres costing $15,250.00.
1833 - The town of Bombay was organized from part of the town of Fort Covington in 1833.
1854 - Bombay
Bombay, a post-township of Franklin county. New York, on Little Salmon river, about 20 miles N. W. from Malone. Population, 1963.
In 1877, the town of Bombay was devastated by a plague of grasshoppers, which consumed more than half of the field crops.
1895 - Bombay
Bom'bay, a post-hamlet of Franklin co., N.Y., in Bombay township, about 15 miles W.N.W. of Malone. It has a church. The township contains a village named Hogansburg, and has 4 churches, and includes a part of the St. Regis Indian reservation. Pop. 1397.
