The town of Richmond was originally part of the territory of Westerly, Rhode Island (1669 to 1747), which remained in dispute for several years among the Colony of Rhode Island and Providence Plantations, Connecticut Colony, and Massachusetts Bay Colony. In 1665, King Charles II dissolved the charters of those three colonies and renamed the disputed area "King’s County". In May 1669, the General Assembly of Rhode Island organized King's County into the town of Westerly, and the town of Westerly organized itself into four separate areas: Westerly, Charlestown, Richmond, and Hopkinton.

1819 - Richmond
Richmond is an interior post township, centrally situated in the county, 30 miles from Providence; bounded on the north by Exeter, on the east by South-Kingston, on the south by Charles river, which separates it from Charlestown, and on the west by Wood river, which divides it from Hopkinton. Its average length, from north to south, is nearly 7 miles and its mean breadth, from east to west, is more than 6 miles, comprising about 40 square miles.

The physical features of this township accord with those of this district generally; having a primitive geological structure, and the surface being generally uneven, but interspersed with some level tracts, and the soil is a gravelly loam...

The population of Richmond, in 1774, was 1257; in 1800, 1368; and in 1810, 1330; and there are about 230 Dwelling-houses, 2 companies of Militia; 160 Electors, three Religious Societies, one of Baptists, one of New-Lights, and one of Friends, 3 regular Schools and School houses, besides several... Washington county. Richmond is bounded on the west by Wood river and on the east by the river Charles. Other streams water the town, which, with the Wood and Charles give it an excellent water power. Manufacturing establishments of various kinds flourish on its streams, particularly those of cotton. The soil is a gravelly loam, with an uneven surface. The agricultural productions of the town are very considerable.

This is an excellent township for grazing; a large amount of wool and of the productions of the dairy is annually transported. Richmond was incorporated in 1742. It lies 30 miles S.S.W. from Providence, and is bounded E. by South Kingston. The Providence and Stonington rail-road passes through the S.E. corner of the town. Population, in 1830, 1,363.
